Too many open files

Hi,

During the build of our application on a FC2 server running as a 
non-root user we get this error message:
java.io.FileNotFoundException: 
/var/staffplanner/build/staffplanner/trunk/releaseGeneric/html/modern/pt/EmployeePayRateScrollPageNavigation.html 
(Too many open files)

I have put these lines into /etc/security/limits.conf:
user      hard    nofile          8192
user      soft    nofile          8192

I have 2 problems:
1. I can no longer log on to this user with ssh
2. When I do 'ulimit -n' in a cronjob for this user it still outputs 1024.

Please can somebody help me with these problems.
