Hello. For that, u can use the quota system. execute: rpm -qa | grep quota
and see if you have the quota  rpm installed. if yes, in internet search 
for quota system and you'll find a lot of tutorials that explain how to 
implemet that !
Its possible to implement quotas per user or per partition ( last case, 
u must turn /home into a partition )
