adduser then passwd in FC2

That's odd.. works for me fine on FC2.. It's in your passwd, and in your 
shadow.. can you do a 'which passwd' and ensure you are referencing 
/usr/bin/passwd ? Do you have any external auth mechanisms setup, NIS, Ldap, 
etc?

Try a 'strace passwd test1'  and look out the output (its ugly.. if you aren't 
familiar with it)  and see what files its referencing and checking..
