Are you sure the following smb.conf - samba.conf is no file which would
be used - is the one which is active? I don't see any "workgroup =
WORKGROUP" setting i.e.

Do you really need WINS?

It is "hosts allow = 192.168.0. 127.". Makes much sense to allow
localhost too.

Run "testparm" on the Samba server host to see if it reports problems.
Check your iptables settings whether they block any Samba related ports
(TCP and UDP).
