Procmail? Why don't you use Sieve? Configure your MTA - you
unfortunately did not say which one that is - to know about the proper
path to the LMTP socket and activate Sieve in the /etc/cyrus-conf file
to let users create their Sieve filter/sorting scripts.

Just changes the hierarchy order along with the INBOX and other mail

exit status 75 means that the Procmail attempt failed.

How does the mail at all go to Procmail? would be helpful to know how
you configured your MTA.
