Apt not finding updates

AptRpm doesn't need the header files. 

It may be that the files in the ./base directory have not been updated
recently for the RPMS.updates directory. The files are the same on the
master site, so most likely the problem is there. If it stays unchanged
for too long, submit a bug report at bugzilla.fedora.us
