The socket error timeout looks like firewall issue perhaps.
What did you mean by "ssh with telnet ssh"? Are you trying to say you
can connect to 192.168.1.102 using ssh, just not sftp?
If that is the case then the firewall settings on 192.168.1.102 should
not be the problem.
Please clarify what you tested.
For more information what do the following produce:
chkconfig --list sshd
chkconfig --list iptables
cat /etc/sysconfig/iptables
grep sftp /etc/ssh/sshd_config
