Problem with keyboard layouts on FC2

Hi,

I have FC2 with updated kdelibs package. When I try to add keyboard layouts 
(Control Panel/Regional & Acc../Keyboard Layouts) i do not have any choices, 
no layouts listed. Any ideas ?
