FC2 will not shutdown

I have an interesting problem on my test server. While attempting to
add a mailbox using cyradm as user cyrus the process hung. The
partition that the mailboxes are on is an lvm volume with mount point
/var/spool/imap. When I try and check the volume I am told that
their is no entry in /proc and that lvm-mod is not loaded.
The system will not shutdown via #shutdown -r now
Uptime shows a system load of 27+ but ssh response time is
unaffected.
Top gives this:

Questions:
1. How do I force a reboot remotely via ssh?
2. Why is the system behaving so strangely?
3. Why did the lvm drop off the map?
