access to USERS AND GROUPS without privilege

HELLO,

I changed the root password by using:

MENU --> SYSTEM SETTING --> USERS AND GROUPS

I was a local user and had to enter the root password to access it of
course.  Closed out of it.

Now when I use MENU --> SYSTEM SETTING --> anything that should ask for
my root password -- it just assumes I have privilege. 

So when I use the menu I can use SECUTITY SETTINGS  Red Carpet, USERS
AND GROUPS etc that usually ask me to verify that I have privilege.

Note if I try system-config-users from a command line I am asked for the
root password but if I go via menu I have free reign.  

I think this is not how it should be.  Note, the problem persisted after
a reboot, tried USERS AND GROUPS, was asked for root password, closed
it, tried  USERS AND GROUPS or anything again, can use it without having
privilege.

I also tried using ROOT PASSWORD and have the same problem, I can access
and use anything using the menu now - SYNAPTIC, SECUTITY SETTINGS, USERS
AND GROUPS, ROOT PASSWORD even though I am just a local user.

Geez, leave my terminal for one minute and who knows what could
happen.
