no linking from /usr/local/lib since FC2

I had trouble installing subversion because dynamic linked
libraries in /usr/local/lib were not being found. 

It seems that since FC2 you have to specify /usr/local/lib in
/etc/ld.so.conf and then run ldconfig.

With FC1 I didn't have to do this, I think. I guess that
/usr/local/lib was excluded unless specified to tighten up
security. 

Correct me if I'm wrong.
