Local mail issue. What did I do here?

I already have it set up in aliases to forward root mail to me. Why can
I not simply forward the current contents of roots mailbox to me? I'm
assuming the reason I don't get them now is that they were previously
sent and to hit the alias file must require a sending of mail.
