We need more information.
What package?
How and why did you download it?
What do you expect to do?

If you are doing a simple update to the OS you do not need to download
anything separately.  Use yum to do the update and it will handle all
the package updates for you.

If it is a package that is not included in the distribution then there
may be some differences, but still we need to know what you are
doing/having problems with.
