I was not reading you original message carefully enough. There is one
thing that you don't indicate you did. What happens if you choose
reboot from the gdm login screen? If that reboots without networking
being functional then it indeed is a hardware problem, Rebooting
remotely should be exactly like rebooting from the login screen,
