default user sort of thing

How do I set fc4 up so that users get the gnome desktop set up the way I 
want by default
For example ; I want all users to get a blue background, 9pt fonts etc , 
when they first
log in - they can change it later if they want

The idea is users will have their home directories on a remote server 
and automap on login
( via an ldap server )  is there a sort of default user template that 
gnome uses to set up the
desktop when a user first logs in
