Some newbie TCP/IP questions

Dear firends,
I just wish to know :
1-What is the equvalent of FreeBSD's netstart script
in Fedora? (by invoking this you may restart all of
your tcp/ip settings following those in files instead
of restarting).
2-How we can flush the DNS client and server cache in
Fedora , I am looking for something like flushdns in
MS.
