I just ran:
service ntpd stop
ntpdate clock.redhat.com
 9 Dec 14:21:47 ntpdate[4366]: no server suitable for synchronization found

The ntpdate program did not like clock.redhat.com
I tried a different server and it was OK.

Also NTP servers tend to run GMT (or UTC if you prefer) and
are timezone independent.

I got 192.5.41.40 to work which is tick.usno.navy.mil.
