Hotplug - how does it get the name?

I think the name of the mount point is obtained from the device itself. I've 
got a couple of ByteStor branded USB flash drives which produce a mount point 
named /dev/USBDISKPRO and also a volume of the same name when I plug them 
into a box running XP.
