Hm, this was pure nonsense :-(

It is not a compile bug, I had rebuilt
the shadow-utils from shadow-utils-4.0.3-37.src.rpm
instead of shadow-utils-4.0.3-56.src.rpm

The real problem is in the patch shadow-4.0.3-maxmem.patch
in 4.0.3-56.
