Boot delay on a SCSI system. Anyone know why?

I have just upgraded from Red Hat 9 to Core 3. I now see that when booting 
I get the following behavior:

vmlinuz loads
initrd loads
Then it hangs for A FEW MINUTES!
Then everything sort of proceeds normally.

Can someone please explain to me why such a delay exists and if it can be 
somehow eliminated? Also, Is this a bug that needs to be reported?
