Mount with executable permissions

I use Fedora 3 and want to mount my 'Documents' drive with the ability to
execute files. The fstab line is:
/dev/hdb2 /home/steven/Documents ext3 rw,exec,users,acl 0
0

I have tried it without the 'acl' thing and I have tried defaults, but the
mtab always has:
/dev/hdb2 on /home/steven/Documents type ext3 (rw,noexec,nosuid,nodev)

I can not get rid of 'noexec'. I used to use suse 9.1 without this problem.
What am I doing wrong?
