It's Control-Alt-F2 if you are in X (graphical install).
It works best to go there when the installer displays the screen where
you can choose between automatical partitioning and Disk Druid. Make
your changed in fdisk, and close fdisk before switching back to the
installer (control-alt-f7 if using the graphical installer,
control-alt-f1 otherwise) and then use Disk Druid for the final step of
associating mount points with the partitions you created in fdisk and
indicating which ones to format.

Disk Druid should be able to recognize existing partitions and it knows
to leave windows partitions alone. Or maybe you ran into a more serious
bug, like https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=138419 ?
