vnc not function on boot

Hi, I have installed on FC3 the package vnc with YUM, the installation if finished with success, then I have configured a password for vnc but after reboot it's not possible to use a vnc server.
When I try on the client (win client) I have:

unable to connect to host: connection refused 10061

..if I excute:

#vncserver :1

..then I can to use vnc !! because ??
