fstab update

I'm using FC3 with Russian locale.
I must mount floppy with iocharset=utf8,codepage=866
BUT
this option regularry removed from fstab.
IMHO, reason in hal and fstab-sync.
Anybody can say me, how I can add this option for floppy drive?
