Sounds like a University is in dire need for new CTO.  Who will spend 
first few weeks with large trout in his hand, walking around the campus, 
and slapping all IT personal in the face with it.

BTW, what university is that?  Maybe I should apply for position, and 
shake things a little bit ;-)
