Swap space usage

Hi,

I am using FC3 on IBM laptop R32 with 256 MB RAM.

While observing the system load and memory through system monitor I 
observed that most of the time the memory usage is more than 90 % 
(sometimes 99 %), whereas swap space usage is less than 30 %. I have few 
questions :

1.  Is it a normal behavior ?
2.  Do I need to change my swap settings to improve the performance?
Currently "free" shows total allocated swap is 710 MB.
