H.263 encoded video on FC3

It's as open as MP3 or other MPEG family standards, i.e. the 
definition is available to anyone 
(http://www.itu.int/rec/recommendation.asp?type=folders&lang=e&parent=T-REC-H.263), 
but the algorithm is patented.
