no, but if read closely, you'll notice how they like to *prefix*
letters with a reference back to the article that's being addressed to
establish the context *before they continue with the text of the
letter*.

now, why do you think they do that?  think reeeeeeeal hard, it'll come
to you.  then again, based on previous posts, maybe not.
