Yum update seems to have stalled

There's not really a great deal of difference between the two. The first
case is two different RPM build revisions of an identical package
version, the second is two different package versions. The action to
take is the same for both: remove the older package:

# rpm -e apr-devel-0.9.4-23
# rpm -e boost-devel-1.31.0-9
