It's part of the fedora-release package. Might be worth considering
reinstalling it:
# rpm -Uvh --replacefiles --replacepkgs
http://download.fedora.redhat.com/pub/fedora/linux/core/3/i386/os/Fedora/RPMS/fedora-release-3-8.i386.rpm
I wonder what happened to your original package?
