how to instal tar files

First and foremost, try not to use tar files; use RPMs as much as you
can.
As for using RPMs:

>From console, as root, type:
Install an RPM file:
$ yum install <file_name.rpm> 
Delete an RPM file:
$ yum remove <package_name>

For more information, open a console, and type:
$ man yum
(In general, for help on any program, type: man <command_name>)
