settings access permissions below /dev accross reboots

Ok, I've now named it 10-local.rules, but it doesn't work either.

I've changed it to

  KERNEL=="tun",    NAME="net/%k", MODE="0646"

But this doesn't work either.

Could it be that the 'tun' module should be loaded first? Maybe some
entry in /etc/modprobe.conf?
