How to get Apache to write files as group writable?

Why is SpamAssassin giving messages in this thread a high score (I've 
looked at 3 headers, two from the same author, all got the same score):

   X-Is-Spam: Yes, SpamAssassin (score=5.752, required 5, AWL -0.75,
         BAYES_99 4.50, LONG_SUBJECT 2.00)
   X-MailScanner-SpamScore: sssss

Inquiring minds want to know!
