Are the Fedora ISOs unchangeable?

Seems like this question has been asked every release since FC1. Seems the
answer has always been "no, the ISOs will not be updated."

There have been special boot disks and workarounds made available for specific
hardware. Testing seems to be good enough that ISOs never get released that
have a big enough bug that a significant portion of the audience is affected.
