The [ctrl]+[alt]+[Fn] key combination does NOT change the run level.
It allows you to have a text terminal (F1 - F6) or a graphics terminal
(F7 +) but it does not change the run levels.

A run level change such as going from run level 3 to run level 5 has
different processes running (most notably the X server, among others).

'telinit N' does change the run level to the specified because it
actually looks at the differences in desired processes and makes the
start/stop as needed to switch the run levels.
