bug or feature: hdparm functionality removed from initscripts-8.11.1-1?

Besides putting hdparm options in /etc/rc.local, is there a configuration
file in which I can put the options I want to apply for each of my drives?
There used to be a way with /etc/sysconfig/harddiskshdn, but the code needed
to read these files has been removed from /etc/rc.d/rc.sysinit in
initscripts-8.11.1-1. Why is that?

Here's the code missing from /etc/rc.d/rc.sysinit. I found it in my
/etc/rc.d/rc.sysinit.rpmsave.
