bug or feature: hdparm functionality removed from initscripts-8.11.1-1?

Besides putting hdparm options in /etc/rc.local, is there a configuration file in which I can put the options I want to apply for each of my drives? There used to be a way with /etc/sysconfig/harddiskshdn, but the code needed to read these files has been removed from /etc/rc.d/rc.sysinit in initscripts-8.11.1-1. Why is that?

Here's the code missing from /etc/rc.d/rc.sysinit. I found it in my /etc/rc.d/rc.sysinit.rpmsave.

# Turn on harddisk optimization
# There is only one file /etc/sysconfig/harddisks for all disks
# after installing the hdparm-RPM. If you need different hdparm parameters
# for each of your disks, copy /etc/sysconfig/harddisks to
# /etc/sysconfig/harddiskhda (hdb, hdc...) and modify it.
# Each disk which has no special parameters will use the defaults.
# Each non-disk which has no special parameters will be ignored.
