bandwidth throttling

Are there any good docs (that aren't outdated, I've already googled and most 
come from 2003/04) that show how to throttle bandwidth for an incoming 
connection to a server?

I have a server that I need to limit rsync over ssh traffic for a customer 
only for a test.
