pgp/mime and outlook

Does anyone know of an authoritive statement regarding MS Outlook and
its lack of support for pgp/mime, that I can point complaining Outlook
using recipients of my emails at.  Nothing too snarky, but something
they are likely to comprehend.

Or can anyone compose one?
