It is a matter of policy, yum decided to assume the typical user wants
all archs he can get, because often the user is not fully aware of the
differences between i386 and x86_64 and that a x86_64 lib cannot serve
a i386 consumer. And the ones that are aware are also aware enough to
add the arch suffix.

Yes, that would be nice (although has nothing to do with higher
priority, the priorities are the same in parallel arch worlds).
