It may be Side of Keybaord specific (each key has different scan code, etc.)

Try Leftside Ctrl-F7  then try Rightside Ctrl-F7

Things like that.  Could be even soemthing about the numeric keypad.

F17 is a very strange combination to hit -- it sounds like a
Documentation error during programming...
