This is set via the hlsearch option.
:set hlsearch
will turn it on.
:set nohlsearch
will turn it off.

Does this apply for all users? If not, then look in ~/.vim* :
particularly the settings toward the top of ~/.viminfo.

Otherwise you may want to consider this fragment of /etc/vimrc:
" Switch syntax highlighting on, when the terminal has colors
" Also switch on highlighting the last used search pattern.
if &t_Co > 2 || has("gui_running")
  syntax on
  set hlsearch
