I have mpeg2dec on my computer via rpm with FC4.  I got it from Dries.
   dries.ulyssis.org/rpm/


I have used mencoder to build DVD's in the past and convert files but 
I am no expert.  In fact, I have to learn how to convert a PAL DVD to 
NTSC for work.
