rpmbuild glibc

If I use rpmbuild -bb to build glibc, is the new glibc
installed on the system? I am wondering if I should
use the -bc option if I don't want it to install
automatically.

Also, when I want to install a new glibc rpm, would
rpm -i be sufficient? Do I have to reboot the system
afterwards?
