They're single quotes. Looks like something's up with your yum
configuration.

perl(Date::Format) & perl(Date::Parse) are provided by the perl-TimeDate
package, which is part of Fedora Core ("base" repo).

perl(HTML::Template) is provided by the perl-HTML-Template package in
Fedora Extras ("extras" repo).

Both "base" and "extras" are enabled by default in FC4 so the above yum
command should have worked "out of the box".
