Use IPsec with all machines

Hi,
I want to know if there is a manner to configure a host under Linux 
(Fedora) in order that it use the IPsec protocol automatically and with 
ALL machines. The configuration which interest me is the "host-to-host 
configuration".
Is this can be a solution to my problem: Put in the IPsec configuration 
files the address 0.0.0.0 (it does mean all machines!!) in the place of 
the ip address of each machines.
