how to block internet access for particular user on FC3

Your best bet is to you hosts.deny

I believe you need to so as follows

edit /etc/hosts.deny

and add the following into the config

httpd : user at localhost.com

Or you could be really harsh and do the following

ALL : ALL user at localhost.com

see man hosts.deny or hosts.allow for more.
