this pointed me to the following Red Hat magazine articles:

the articles apply to RHEL4 but the same should be true of FC3/4/5
there's some detail about this about halfway down the first page.
the defaults desktop in a VNC session is twm (uses much less bandwidth
than GNOME).
i.e.
/home/user/.vnc/xstartup
needs editing
