Right click on the menus on the top panel (while the menu is closed). 
Select Edit Menus from the selections.
Expand the application menu, Highlight the system tools choice, scroll 
down on the right panel to the "New Login" choice.

 From there, close the menu editor. Your new login should now be showing 
under Applications > System Tools > New Login (using GNOME)

If there is an applet you want, I do not know of such an applet.
