New ATI proprietary driver not compatible with Radeon 9200SE?

Right, r200 series cards (>7000, <=9250) are not supported by fglrx anymore 
(r100 series, i.e. the 7000, haven't been supported before either). That's what 
the Free driver is for! It works perfectly with my Radeon 9200SE.
