The consensus of the folks on that bug is that somewhere out there one
or more "mirror" operators has not yet removed the offending package
from their server.

There are two workarounds.

* Select a mirror near you, and refresh solely from that mirror
  (assuming it is not a culprit). You should do this anyway instead of
  pulling files in from all over the world to minimize bandwidth
  usage.

* Exclude bind-config, either in your yum.conf or on the command line.

If you run your own local repository, delete files no longer in your
upstream repo.
